The Ad Hoc Electoral Appeal Committee comprised of Mr Michael Kuah (Chairperson), Mr Aziz Tayabali Samiwalla (Deputy Chairperson) and Mr Abdul Salim Ahmed Ibrahim (Member). They are from the FAS Judicial Body – Appeals Committee.

The assessment of the appeals by the Ad Hoc Electoral Appeal Committee has been completed. The candidates who have submitted their appeals have just been informed on the outcome of the assessment. The Final Official List of Candidates for the Election of the FAS Council will be made known at least ten (10) days prior to the date of the Election of the FAS Council which will take place on 29 April 2017.

Like all male Singaporeans who are liable for conscription, Ikhsan Fandi is currently serving his National Service. While he is an important player for the Garena Young Lions and the Under-22 National Team, we recognise that National Service is vital to the Total Defence of Singapore. A formal request has been sent to Mindef through the appropriate channels, and we are in dialogue with the authorities on the matter. We hope a mutually beneficial outcome can be reached soon.

The FAS Competitions Division sent out an email last night to all NFL clubs to provide them with an update on the status of NFL player insurance coverage. This is an issue which was brought up repeatedly by NFL clubs during previous NFL meetings in September last year and also February this year, where they sought the assistance of then-FAS Provisional Council President Mr Lim Kia Tong to help secure more funding for the NFL through sponsorship and other fund-raising initiatives.

The matter is being investigated by an Inquiry Committee which comprises external independent members including legal professionals. The Inquiry Committee is supported by three senior staff – none of whom is the reporting officer of the staff concerned or has a vested interest in the outcome of the Inquiry.

The candidates will be informed of the outcome in due course after the assessments have been completed. Pursuant to Article 35.1 of the FAS Constitution, a female candidate is required to be a member of the Council. If the Slate without the female candidate is elected into the Council, pursuant to Article 28.16 the female candidate contesting on an individual basis shall be deemed elected by acclamation.

General Secretary Winston Lee, being the Chief Executive of the FAS secretariat, shall be responsible for the day-to-day operations of the FAS, and for any decision that he is empowered to make by the FAS Constitution or any other regulations. Any decisions that are beyond the mandate of the General Secretary will only be taken by the newly elected Council.

Article 28.15 of the FAS Constitution and Article 20.3 of the Electoral Code have to be read together. As the Electoral Code makes provision for each voter to vote for one (1) candidate only, it follows that each voting member can only vote for one candidate out of the list of candidates standing for election as a Council Member.

S.League sit-out clubs sat out of the S.League to strengthen their financial position. During the sit-out period, they are encouraged to engage the community with football activities for the community at large. They may apply to return to the S.League when they are financially stable. However, their application will be subject to meeting stringent criteria, and is at the discretion of the FAS and S.League.

Article 28.14 of the FAS Constitution states that: For the election on a Slate Basis, two-thirds (2/3) of the votes of the Ordinary Members present and eligible to vote are necessary in the first ballot. In the second ballot, a simple majority (more than 50%) of the valid votes cast is sufficient. From the third ballot onward, the Slate which receives the most votes shall be elected.

The Football Association of Singapore is aware of the issue faced by National Football League (NFL) clubs over the release of national servicemen to play for them in the NFL. We are currently in dialogue with SAFSA and Police SA on the release of these players and hope to achieve a positive outcome for all parties.

Balestier Khalsa FC player Raihan Rahman has been charged for an act of misconduct for allegedly using a racial slur on an opponent during an off-the-field incident during the Great Eastern-Hyundai S.League match between Balestier Khalsa FC and Warriors FC, played on 28 February 2017.

The current S.League Player Contract conforms to the minimum contractual requirements and guidelines of FIFA. It contains all rights and duties between both signatories (Club and professional player) and defines all the Club's financial obligations to the Player in accordance with the Laws of Singapore.

In recent years, we have secured overseas training stints for our players at various age-groups including Safuwan Baharudin, Izwan Mahbud, Adam Swandi and Hami Syahin.
